Mayor Ella Parker Dickey of Midway, Florida, is a seasoned public servant whose career reflects a steadfast commitment to civic leadership, financial accountability, and community empowerment. Appointed to the Midway City Council in 2006, she quickly distinguished herself through strategic thinking, integrity, and a collaborative spirit. Her dedication to inclusive growth continued through her service on the Midway Citizen Advisory Group from 2008 to 2019, culminating in her election to the City Council in 2019 and unanimous selection as Mayor in 2020.
Under Mayor Dickey’s leadership, Midway has undergone a historic transformation. She successfully secured over $10 million in state and federal appropriations, eliminated municipal debt, and built robust cash reserves—ushering in the largest budget in the city’s history and achieved full financial independence. Her administration is marked by transparency, revitalization, and a deep sense of civic pride, earning her re-election in 2023.
Beyond her municipal achievements, Mayor Dickey brings a rich background in education, ministry, and advocacy. A lifelong learner, she earned a certificate in Business from Florida A&M University and pursued further studies at FAMU, Tallahassee Community College, and the C.H. Mason Bible Institute, where she later earned a Doctorate in Biblical Studies and served as both student and instructor. She is the founder of Keys to Kingdom Building Ministries and continues to teach biblical studies with a focus on service and spiritual growth.
Her professional experience includes roles as a Library Technical Assistant at FAMU, a long-time tax professional with the VITA Program, and a Victim’s Advocate for Ecclesia Outreach Ministry and the Quincy Police Department. She has also completed volunteer training with Refuge House in Tallahassee, extending her commitment to justice and support for vulnerable populations.
Mayor Dickey is a proud native of Gadsden County, a devoted wife to Rhuben Dickey, and the mother of three children and grandmother of eight. Her life’s work is rooted in faith, service, and the belief that strong communities are built through shared leadership and opportunity.
