The Honorable Brian T. Foley
Mayor, Town of Indian River Shores

Mr. Foley was elected Mayor of Indian River Shores, Florida in 2020. He was elected to Town Council in November 2018.

Mayor Foley’s government service includes the Indian River County Metropolitan Planning Organization, the Treasure Coast Regional Planning Council, the Treasure Coast Regional League of Cities, the Treasure Coast Council of Local Governments and various other ad hoc advisory committees and councils.

Mr. Foley retired in 2016 as the Vice President, General Counsel and a member of the Board of Directors of TriStrata Company, Inc. and its Affiliates for which he was also a shareholder. At the time of his retirement, TriStrata was a privately owned Princeton, NJ based developer, manufacturer and marketer of a comprehensive range of dermatology and skin care products distributed globally in over 75 countries. The company was acquired in May 2016 by Johnson & Johnson which led to Mr. Foley’s retirement.

Mr. Foley also served on the board of a number of for-profit and not-for-profit entities, including technology start-ups and early stage companies associated with university tech transfer departments. He was Chairman of the Board and President of Westchester Country Club, Inc., one of the nation’s leading golf and leisure venues which has hosted numerous PGA and LPGA tournaments, including a FedEx Cup tour stop and the 2015 LPGA Tour Championship.

Mayor Foley is a 1984 cum laude graduate of New York Law School where he was a member of the Law Review. He began his career as a commercial litigator and trial lawyer, representing large corporate clients, at national law firms in New York, Connecticut and Washington, D.C. His practice included cases ranging from antitrust violations to commercial disputes between businesses. While practicing in D.C., he developed expertise in the trial of patent cases at a time when patent cases were beginning to gain popularity in the business world. As a result, he represented a number of leading U.S. and foreign based businesses in nearly every conceivable technology area in the prosecution and defense of intellectual property cases. Mr. Foley then became a partner in a boutique law firm to chair its litigation and intellectual property practice, where he eventually became its managing partner. He is published on topics relating to patent enforcement as a means of maximizing intellectual property assets, regulatory challenges to growing businesses, and other legal issues of interest. Mr. Foley is admitted to practice in Florida, New York, Connecticut, and numerous trial federal courts and courts of appeal. He has spoken at national conferences on intellectual property, general corporate legal issues, entrepreneurship and innovation.

Mr. Foley is an avid amateur golfer in his spare time and was a nationally ranked tennis player, was recruited to play Division 1 college tennis and turned professional before eventually trading a tennis racquet for law books.

He resides full time in Indian River Shores, Florida where he has maintained a residence since 2007.
